Workflow: Spec to Plan

Use when

A feature/spec is approved and needs implementation planning before runtime execution.

Steps

1. Read linked issue/spec and acceptance criteria.
2. Identify affected entities and artifacts.
3. Break work into bite-sized tasks.
4. Add exact files, commands, and verification expectations.
5. Define sandbox and promotion policy.
6. Review the plan for missing context.
7. Compile one or more mission packets.

Outputs

• Plan document or .harness/specs/active/spec/plan.md
• One or more mission packets.

Exit criteria

An implementation runtime can execute without guessing file paths, checks, or success criteria.
