Workflow: Plan to Mission

Use when

A plan needs to become a bounded runtime-executable unit.

Steps

1. Select a task or small task batch from the plan.
2. Assign issue refs and workflow profile.
3. Add ordered context files.
4. Add constraints and non-goals.
5. Add required/suggested skills.
6. Define expected outputs.
7. Choose sandbox backend.
8. Define verification commands and review gates.
9. Serialize as uh.mission.v0.

Exit criteria

The mission packet is complete enough to pass adapter prepare() validation.
